2017 Question Application Guide
Foreword
The National Natural Science Foundation of China (NSFC-PKU Data Center for Management Sciences) was established in December 2014. It is a data collection and data service center supported by major projects of the National Natural Science Foundation of China and serving the nation's management science. As a teaching and research entity directly affiliated to Peking University, the Center vigorously promotes the construction of three platforms: data collection, data management and service, and think tank construction.
Among them, the central think tank aims to build an open research platform, and supports a number of research topics through open competitive competition each year, and invites visiting researchers to study at the center. At the same time, the think tank will timely edit and organize relevant research results, and promote policy research based on empirical data to policy makers, academics and the public through lectures, conferences, print media, websites, and mail. Since its inception in late 2014, the Center's think tank has successfully funded 11 key research projects in the fields of demography, receipt distribution, big data, and pension.
The National Natural Science Foundation-Peking University Management Science Data Center think tank supports the following objectives: (1) From the perspective of national policy needs, realistic, targeted and strong decision-making reference value; (2) to quantify Data-based, original, pioneering and high academic value.
I. Membership of applicants and research groups
1. Applicants for key research projects and research projects must have a professional or technical title of deputy senior or higher (including) or have a Ph.D.
2. Members of the research team shall obtain their consent and sign and confirm, otherwise they shall be deemed to have violated the declaration. Applicants can participate in the application as a member of the research team by absorbing overseas researchers according to the actual needs of the research.
3. Full-time graduate students cannot apply. In-service doctoral students (post-doctors) who have the conditions for application apply from their workplace. If a part-time employee declares a think tank project from a part-time job, the part-time unit shall review the authenticity of the formal employment relationship of the part-time staff, assume project management duties and promise credit guarantee.
4. In order to avoid over-reporting, cross-application and re-establishment of the project, it is ensured that the applicant has sufficient time and energy to conduct research on the subject. The project leader can only declare one think tank project in the same year.
Second, on the subject
1. The amount of funding for the application of the project: 200,000-300,000 yuan for key research projects and 10-15 million yuan for research projects.
2. Time limit for completion of the project: generally 1-2 years.
3. The scope of the subject application includes demographics, economics, management, big data, sociology, psychology, public policy, etc., and welcomes and encourages the application of interdisciplinary topics.
4. This "Question Application Guide" is attached to "Summary of Expert Suggestions" (Appendix 1). Applicants can apply for the topic based on the “suggested topics”, or they can apply for self-selected topics based on research interests and academic accumulation, highlighting the data foundation and policy relevance. Those who apply for "recommended topics" should choose different research perspectives, methods and priorities, and the textual description of the questions can be modified as appropriate. For those who apply for self-selected subjects, the title of the project should be scientific, rigorous, standardized, and concise, and generally without subtitles.
5. Anyone applying for a think tank project based on various projects at various levels of research or completion must indicate the link and distinction between the applied project and the undertaken project in the “Application”, and must not use the same result with the same content. Apply for multiple fund projects to conclude.
6. Anyone who applies for a think tank project based on a doctoral dissertation or a postdoctoral outbound report must indicate the link and distinction between the applied project and the dissertation (outbound report) in the Application, and submit the dissertation when applying for the appraisal ( Outbound report) original.
7. Do not apply for a think tank project with the same research results that have been published.
8. All the application documents were submitted to the preliminary evaluation of peer expert communication. Applicants with excellent initial evaluation results will be invited to participate in the review meeting through the report form.
9. The applicant must fill in the materials truthfully and ensure that there are no intellectual property disputes. Anyone who commits fraud, plagiarism, plagiarism, etc., once found to be verified, cancels the three-year declaration qualification; if the project is approved, it will be withdrawn and notified. In order to ensure the impartiality and seriousness of the application review, the reporting unit or individual before the review meeting may not visit, consult the subject review team experts or invite the subject review team experts to apply for counseling. Anyone who evaluates bribes will be notified of criticism once they have been verified; if they are approved, they will be dismissed.

Applicants must submit the "Application" email to the Think Tank of the Management Science Data Center of Peking University (nsfcpku_dcms@163.com) by December 18, 2016. The subject of the email is "2017 Subject Application + Applicant Name". The application email also includes the "Application" (named "Subject Name + Applicant Name") and the applicant's resume (named "CV + Applicant Name"), which will not be accepted after the deadline.
