Project Description:
The research goal is to construct an analysis framework of urban governance model based on “capability-performance-feedback”, using survey data and big data analysis to empirically assess urban governance capacity and governance performance, and construct a comprehensive urban governance index. In addition, combined with statistical analysis and case studies, the paper proposes policy recommendations for the optimization of urban governance models in China. Correspondingly, the research content mainly includes three aspects:
1. Theory and method of urban governance capacity assessment
The new urbanization involves many institutional fields such as economic system, administrative system, social management and public service. The problems are complex and involve a wide range of issues, thus posing realistic challenges to the governance capacity of the city government. This project attempts to establish a set of urban governance capacity systems that can help the city government to make decision-making quality, financial capacity, response capability, emergency response capability and public service supply capacity, and fully analyze its theoretical value, and evaluate China through empirical data. The governance capacity of a representative city. Taking into account the comprehensiveness and complexity of the assessment, the main body of governance capacity assessment involves experts and scholars, city government officials, and urban household registration and mobile residents. The assessment methodology will assess the governance capacity of 50 representative cities across the country through official statistics, official and public survey data, and other observations. The 50 representative cities were randomly selected by stratified sampling to represent the urban governance status of different economic developments and city scales. The evaluation system design is shown in Table 1.
2. Dynamic assessment of urban governance performance
The performance of urban governance involves the performance of urban government in the fields of environmental protection, compulsory education, pension, medical security, employment, public transportation, and municipal construction. The research team will systematically evaluate the performance level of 50 representative cities in combination with official statistics, online big data and urban resident survey data. The specific evaluation system is shown in Table 2.
3. Government-society “feedback” mechanism in the process of urban governance
Urban governance encompasses the intensive interactions of many stakeholders, including governments, enterprises, residents, and social organizations. The interactions among stakeholders in the governance process around urban public issues, decision-making, and policy practices, especially the government and external actors. "feedback" mechanism. The feedback mechanism of the urban governance process involves the government's performance in measuring the core elements of the exercise of public power in terms of responsiveness, representativeness, impartiality and integrity in the process of urban policy decision-making and practice.
